BLUE ALLIANCE SIGNS
4 CO-MANAGEMENT AGREEMENTS

In late 2020 - early 2021, BA signed 4 agreements on the co-management of locally-managed marine protected areas (LMMPAs) with the local government units (LGUs) of Baco, Calapan City, Puerto Galera and San Teodoro. The goal of the agreements is to ensure effective management and sustainable financing of the LMMPAs while supporting local communities. BA will provide all equipment and personnel while the LGUs continue with enforcement. BA has already started to implement more than 40 activities linked to Community Development & Engagement, Biodiversity Conservation & Science, Sustainable Revenues, Management & Infrastructure and Compliance.

BA's Board of Trustees is composed of representatives from the Sama-samang Nagkakaisang Pamayanan ng Silonay (SNPS, Calapan), Likha (Baco), KAbisig ng Mangingisda ng Ilag (KAMI, San Teodoro) and Blue finance.

Blue Alliance works with the United Nations, DENR, DOT, IUCN and the Global Fund for Coral Reefs (GFCR) as part of a blended finance programme in the Philippines.

RECENT ACHIEVEMENTS

TRAINING ON FISHERY RESOURCES MANAGEMENT

In July 2021, BA co-sponsored training of 15 Bantay Dagat Fish Wardens to improve the law enforcement capacities of the MPAs.

ASSESSING NEW SUSTAINABLE LIVELIHOODS

BA is working with experts to assess the viability of aquasilviculture within mangroves and fishpond areas.The two main activities of interest are a crab hatchery and fishery. The group met with national, provincial and local governments as well as fishpond operators to discuss the opportunity and its feasibility. About the experts: Blueyou is a sustainable seafood solutions provider and Meliomar is a sustainable seafood processingcompany fostering marine conservation and good aquaculture practices.

SOCIAL ENTERPRISE CERTIFICATION

In order to transform organizations into social enterprises, the Provincial Investment, Cooperative and Enterprise Development Office (PICEDO) in Or. Mindoro conducted an organizational audit of the Blue Alliance’s PO partners on the 23 July 2021. The partners successfully received the certification.

LIKHA

LIKHA is directly implicated in the co-management and enforcement of the Baco MPA, which is composed of 39 hectares of coral reefs and 108 hectares of mangrove area. Volunteer Bantay Dagat and fisherfolk co-manage the 147-hectare MPA within LIKHA. The Provincial Government awarded LIKHA as one of the best Bantay Dagat enforcement teams in the province.

KAKAMBAL

KAKAMBAL is a people’s organization composed of volunteer Bantay Dagat. They co-manage the 37-hectare Harka Piloto Fish Sanctuary in Brgy. The group offers island hopping and turtle hatching experiences. Together with the Bantay Dagat (see above) , Barangay Council and FMO, they form part of the Harka Piloto Management Council. In 2007, Harka Piloto was a finalist in the Para El MAR Most Outstanding MPA Awards. In 2019, Harka Piloto won the Local Tourism Stakeholders Excellence Award.
